Help me understand past price suggestions

That one DIDN'T fail, it was closed by the person who made it, it says right on the submission "Closed by the submitter": https://backpack.tf/suggestion/578e5fb983de6b6b340c02ad

As for why it was closed, read the proof + response comments: Sale #1 involved a Burning Flames Rotation Sensation. They used a mini-suggestion based on an open price suggest for that hat to value it at 430. That suggestion ended up getting rejected in favour of a different price suggestion, thus invalidating the mini.

As a result the submitter voluntarily closed the suggestion and remade it with the new information, and that suggestion passed: https://backpack.tf/suggestion/57a11867c4404553e970402b

What the votes are for is when the evidence for the suggestion is on the fence on whether it should be accepted or not. So, they're a factor in the suggestion process, but not the defining one.

as previously stated, when a suggestion is 'on the fence', moderators go with the votes
