I've seen many trades on outpost and classifieds of unusuals with these effects, calling them (the effects, not hat) retired. However, I havent been able to find anything on the tf2 wiki saying that? The fact that we have cosmetics released late 2017 with those effects proves that they were still unboxable last holiday event. What seems to be happening is that with each Halloween event that introduces new effects, the previous generations become harder to unbox. Business Sloth Posted September 26, 2018 Share Posted September 26, 2018 The precedent is as such: Starting from last year, during the Halloween event, you could get the old effects again but ONLY on "graded" cosmetics. Eg - Mercenary grade, elite grade, etc. Assuming this stays the same, you can no longer get these effects on non-graded cosmetics and they are essentially "retired" when it comes to older hats. Essentially this. I would add however that these hats are akin to housing in major metropolitan areas. Extremely limited but ever increasing demand so price is looking very good for now. Cases are not the same thing as crates. If you seriously don't believe me, it's easy to check for yourself. Notice how no new non-case based Halloween cosmetics have been unboxed since 2016.
