That applies to every hat that comes out of the EOTL crate. The rates of getting a Team Captain out of it are the same as any other hat, they're all in the single digits and there's no discernible pattern amongst the large pool of total available hats. Bottom line is, EOTL crate or not, Team Captains are unboxed in Unusual quality at the same rate as the other hats, thus they are not "rare unusuals". The only exceptions to this are hats from graded crates (higher grade hats are less likely to be unboxed), hats that can no longer be unboxed in Unusual quality such as the Hazmat Headcase and Noh Mercy, and hats that legitimately have their unboxing rates tampered with (to my knowledge, only the Mask of the Shaman suffers from this, and I'm not even sure if it's unboxable any more, and if it is only on old crates).
