If they keep what they did last year, they will stay 1:1, but if they revert, then more can be unboxed. Really, the only way to have a permanent 1:1 is if it's on a retired hat, like the stuff from the old Smissmas crates, since there's no chance of unboxing another. Of course, being a permanent 1:1 doesn't really affect value too much in most cases. I've yet to see someone clamoring for my Orbiting Fire Old Man Frost.
