Are Spells coming back this October 2017?

Almost zero chance of that, because the dev's motivation for removing them was to get rid of the idea of farming tons of these for profit. They will remain with their contract model where you get drops after completing tasks.

No one will know until the update is actually released, we can only hope.

Bringing spells back and keeping the contract system aren't mutually exclusive things. Spells weren't the only farmable items, but all the others got moved over to the contract system while spells were left out entirely, spells could easily be added to the contract system too.

 

The only thing though is that spells even if they were to come back and remain in their untradable state could still be applied to items to increase their value without needing to sell the spell itself to profit. That is really the only difference between spells and other items from contracts and really it is a poor excuse for not bringing them back.

Agreed, you are correct on that. I was merely pointing out the idea of seeing Halloween items such as the voodoo-souls, hats, and spells in tradeable form are 100% for sure not coming back because of the abuse of farming in the early years of the Halloween updates. 

 

But yes, I could see them possibly reintroducing spells as contract rewards that are untradeable, but applicable to any item, which then would crash the market value for current spelled items (not quite the same, but similar to the Smissmas idea of the goodie bag that drops an untradeable paint to apply). And to be completely honest, I wouldn't throw it past the TF2 devs to do exactly this to "crash/market correct" spell prices. They've done it many many times in the past with items to get more balance - think items in the salvage crates getting re-released in newer crates, sales on paint/tour of duty tickets in the steam shop a few years back, introducing bread boxes as a metal sink, reintroducing of halloween effects when it seemed they were going to be a one year thing, or the retiring of early hats like the fro, batter's helmet, soldier's stash, etc.
