Don't think you can choose killsteak effects in your buy listings. I have premium and i can confirm that to you , its just not a feature atm , maybe try making a post in the website suggestions part of the forum where ever it is ?

On Backpack.tf you can't make a listing for a specific item. Regardless if your premium or not, no one can. This is mainly to prevent an unnecessary flood of buy orders saying "Fire horn team shine ONLY 10 keys" or such.

 

However if you'd like to make a listing for a specific killstreaker / Sheen then I suggest TF2Outpost.com They allow you to choose.
