Have new users read and agree to rules and guidelines before allowed to make their first price suggestion?

Probably won't work since people would just click "I have read and understood the community rules on how to create a price suggestion" without actually reading anything, but it may be able to clean up some questions about how bp.tf works and point some people towards the right direction.
