Looks like they've just bought some cheap stuff from OPSkins, probably from TF2Bet attempting to quicksell and cash out asap, and just making some profit off finding cheap stuff.

Should be fine to trade with them.

 

Edit: Forgot to check TF2Outpost. As Toughsox said, they're banned on TF2Outpost.
