If you mean junk as in the "parts", you need the parts to craft killstreak modifier with the fabricator (like a chem set).

Thought the surplus will only do a random drop, normal drop. Everytime i used one i got weapons and a few times a hat.

I know what the parts do and fabricator. What I don't know is if you need the squad ticket to get those drops once you complete both maps. The currency consumer is the most rare it seems.
