Option for items with strange parts and painted hats.

There should be an option in filters where you can count strange parts/paint to the value of your inventory. Pretty much when the user sets the value to no, backpack.tf will disregard the strange parts/paints completely as if it doesn't exist. I made an example of how it should look. Imo, it should be set to yes by default, but that is up to the admins .
