It varies from country to country.  For the US they just need your info, social security #, ect. and you can continue as normal until you exceed a net gain of $20,000 (iirc).  Then they tax you, but only on your income.  This is just so your government can make sure you aren't evading income tax by making a living off of SCM (which seems impossible but steam still implemented this).  You only have to enter your info once, they won't charge you or anything and I would recommend doing it.

only worry if youre somehow selling enough to make 20k 

 

many people have just put in fake info from a random identity generator, which really wont affect you but probably not the best idea because you never know.

To give you a rough estimate, I have made 2900 steam market transactions since the service was implemented, and mostly traded low to medium valued items, sans a few mid level unusuals worth less than $100 USD and I'm still only at $1930 in sales "income". 

 

I'd just enter your info, you shouldn't come anywhere close to 20K in sales for a LONG time.
