so I kinda wanna buy a cheap-ish all class unusual.

My budget is around 50-60 keys (maybe 65 keys if the hat is really good)

Also I already spotted some good ones:

Steaming KE and Smoking KE.

Please tell your best all class unusual hat in the range of 1-60k.

Also some dude is selling a black painted smoking KE for 40k,Is it worth it?

Imo, I don't think all class hats usually look good on all classes, usually just a few. There's two that I think look pretty good on every class, the executioner and rotation sensation. I would recommend the rotation sensation since it looks nice on all the classes especially sniper, scout and engie.

Don't get something that has a shitty effect, like NnB, Smoking, Steaming, O.Planets, etc. There are some 3rd gen all-classes that look pretty nice, such as the C9 Modest Pile.

Ive got a stormy rotation sensation if that sparks any interest.

 

Personally i think the rotation sensation is the best looking all class for ALL the classes. Also stormy is a pretty nice effect for your budget HMU if youre interested c:

I personally think you should prioritize effect over hat, a lower tier hat with a good effect looks a lot better than a high-tier hat with a crappy effect.

My take on hats has always been effect > hat.   So in your case, you can get a decent looking hat with a really shitty effect.  However, if you downgraded to something like a company man or a modest, now you can actually afford an effect with a bit of colour in it.  

 

Btw, in that price range, I would recommend a DBD Bomber or Muffs.  They're great hats, fully paintable, both have two styles and they go well with a large number of winter cosmetics (of which there are tons in this game).  Lastly, DBD is pretty much the best effect for an all-class in that price range.
