If so, on what settings? Disable god rays and SSAO and your frames should be amazing in fallout 4 though, I've had the thing running ultra on everything that matters at 30 - 45 FPS with no drops on a weaker card. Integrated Graphics isn't ideal for games. Buy yourself a nice graphics card (750Ti) and upgrade to 8GB RAM and it should do alright. P.S. prebuilt and the PSU is minimal I'm really unsure, but I think you could probably get a somewhat, SOMEWHAT playable framerate if you turned everything down to minimum settings. You haven't, as far as I can tell, even played the original XCOM reboot, don't just jump ahead to the latest one because it's newer. Well there's probably two ways you could go about this. One, save up for new hardware since the game releases in 3 months anyway. Or two, get a refund.
