This is my GPU while playing CS:GO...

As you can see, it's stuttering quite alot.

I'm looking for help on what the problems may be and what the solutions to those problems are.

CS:GO is the only game I avidly play that I notice stutters in.

I don't have any overclocks, and my temps never go higher than 90.

I have fan speed set to 100% at boot.

I run at 1024x768, High Models/Textures and High Effects.

Launch Options: -novid -freq 75 -high -threads 4 -processheap -nojoy +mat_queue_mode 2 -nod3d9x +exec autoexec

*EDIT* I have the latest drivers for my GPU from AMD

Your RAM/cpu may also be what's causing the stuttering issue, not just the GPU. 

 

Check what your gpu temperature limit is (also check your CPU/RAM usage) -- the card may be set to keep temps below 90c, and if that's the case it could cause the card to slow down to account for that.

RAM could be the problem

CSGO uses max of i think 1.50GB

And 64bit likes to eat around 1-2gb

Doesnt look like the processor could be a problem, but you might want to try ParkControl nonetheless (here)

I'd recommend you to add -lv and remove -nod3d9x to your launch options, add the commands muzzle_flashlight 0  cl_forcepreload 1  sv_forcepreload 1 to your autoexec

I'm looking into getting an extra GB of RAM, and I added/removed everything except low violence to their respective places.

*EDIT* I added 2GB of RAM

CS:GO boots up much faster, but I haven't tested any of the maps that had stutters.

Just a heads up (sorry if its not useful) but for competitive CSGO you should really be on low graphical settings. Check for thermal throttling and just try and set a max cap. If you really need to try and set a FPS lock of 90 (or whatever frame rate is smooth for you) to prevent stuttering.
