With a $1500 budget you should be getting an Intel processor at the very least. i-5 is good for what you want (work wise and gaming wise). Get whatever motherboard. Just make sure the motherboard has the same socket as the CPU (Most i5s use LGA 1150/1151). And decide if you are ever planing to use more than one GPU at a time. If not you can get a motherboard with one PCI x16 slot and save a few dollars (Make sure its a good manufacturer too like ASUS, ASRock, Gigabyte). For GPU I would go for a R9 390, Had it for 2 months now and it rocks GTA V with everything maxed out minus a few useless graphic options. A GTX 970 would probably work too and it does use less power the but difference is at most an extra light-bulb in your house. And the 970s only get 3.5GB of vram (390 has 8GB), which is what I imagine Fallout 4 and other games are going to need more than anything. 8GB of RAM is all you ever need ever. Get whatever case that you like, just make sure the GPU and heatsink fit into it. I use the Corsair Carbide AIr. It is a little pricey but the airflow is the best, my stuff never goes above 50 Celsius. 600w PSU should be more than enough for what you are getting (If you want to be safe for the future get 700w I guess). Get a mechanical keyboard since they are way better and last forever. Im using a Corsair K70 but look at other ones and see if you like any of them. For storage get a small SSD(64-120) for your OS and a HDD(1-2TB) for your games and other stuff. Samsung EVO SSDs are pretty much the best on the market but they all do the same thing so the difference will not be noticeable to you. HDD get a Seagate.
