Can Windows 8.1 Full Version be used more than once? (Deactivated/Wiped on old computer than activated on a different computer)

I just want to know exactly what my question asked. I've been searching around and answers haven't been exactly clear which is annoying. Just to restate it if I were to install Windows 8.1 Full Version on my current computer that runs Ubuntu and then decided to upgrade the motherboard/computer would I just have to deinstall/wipe Windows off the old Computer than would I be able to reactivate it on my new computer as a genuine copy. Perhaps one of you guys could be better than google.

You can't use the same product code twice unless said product key is allowed to be reactivated.
