Anyone got this issue of not receiving message notifications? Need help

Well, my girlfriend has this problem (I'm bisexual FYI), and it's becoming quite a nuisance when she doesn't know whenever the messages came and thus, is there a solution to this? Does she need to reinstall steam for it?

 Tell her to go to settings, go to Friends and check both boxes about 'when a friend messages me'. If she's already got them ticked, then there doesn't seem to be a solution anywhere, so she may as well reinstall Steam, it can't do any harm.

I should point out that reinstalling Steam will wipe out EVERYTHING in the Steam folder including game installs, screenshots, replays, custom files, configurations, etc. You can create backups of your currently installed games via the Steam client to make reinstalling MUCH faster, but if you wish to save any screenshots, configs, maps (including Singleplayer saves), multiplayer content, etc. go to your Steam folder and navigate through the "SteamApps" folder, go into the "common" folder, and find the game you wish to save files from.

Just to mention, if you have minimized games open, notifications will go to that game overlay and won't appear on the desktop.
