The issue is that one user posts one thread means many users post 1 thread which isnt "spam" except out forums will be flooded with kiddos who think raunchy photos is good content. Most of the time spam isnt from one user posting multiple times it's many users posting similar content and they arnt spamming based off a technicality. Advertisement revenue is how a majority of sites accrue revenue to keep the site funded, especially one as large backpack.tf. Also, as already mentioned, these forums were not designed by Brad Pitt and part of his license agreement is to not violate any of the rules listed. One of them being no NSFW material.
