everytime I join a game or switch classes I see "(class).cfg not present not executing" in console and shortly afterwards get a freeze and sound loop and it's quite frustrating and I think this is the problem any idea on how to fix it?

Please find your way to

C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\cfg
or
C:\Program Files\Steam\steamapps\common\Team Fortress 2\tf\cfg

And create new files called:

  • scout.cfg
  • soldier.cfg
  • pyro.cfg
  • demoman.cfg
  • heavyweapons.cfg
  • engineer.cfg
  • medic.cfg
  • sniper.cfg
  • spy.cfg

This should resolve your problem.

I tried this yesterday, error in console still showed up. What would blank folders do anyways?

Nothing. The "[class].cfg not present, not executing" error is the fact that there is no file for the custom part of each class, so the game reads it as invalid and thus will stick to the original layout for whichever class.

Blank files correspond to the configuration files that are executed when you change classes.

Commands such as binds, aliases, etc. are stored in cfg files.

Are you running any scripts/mods on your TF2?

I've reinstalled, deleted my cfg folders, reinstalled my drivers and nothing works.

Your specifications are more than adequate for running TF2.

cl_forcepreload 1
sv_forcepreload 1

Should remove freezing and sound loop

Else, try find processes in Windows Task Manager that are consuming near 100% processor speed. Antiviruses may be a reason for the slowdown.

You should consider upgrading to Windows 7 or 8. Windows Vista is notorious for computer slowdowns, and it may lead to TF2 freezing.
