Adding a Link and a large point to suggestion forms

• Adding a link to 'How to make a good suggestion' topic on the forums http://forums.backpack.tf/index.php?/topic/792-how-to-make-a-good-suggestion-bullet-points-version/so newbies can look and see how it is done
• Placing a notice saying something along the lines of 'Please do not price items off of your own opinions. Look at the aforementioned guide on how to suggest, if you have little to no suggesting experience.' , followed by a link to How to create a good suggestion etc

At least it'll make me hate those who innocently wanted to get their item priced less, and those who wanted to manipulate more
