Carded Keys

If you buy carded keys with paypal money, there's a decent chance you'll be trade banned on Steam. I'm wondering if this is because they look at the trade, see that you didn't give anything, and assume that the other account was your alt, and you bought the keys are were trying to avoid being banned on your main account? If so, then couldn't people just put a random weapon in trade and get away with it?

Just don't deal with them, it's not worth your Steam Account.
