Something like this will run overwatch at 1080p ultra settings @ 80fps~. It's not the best price/performance, but it is cheap and is more than enough for Overwatch. (or go with a 1050Ti for an extra $20 and get 20%~ more performance for other more demanding games).

CPU: Intel Core i3-6100 3.7GHz Dual-Core Processor  ($110.99 @ SuperBiiz)
Motherboard: ASRock H110M-HDS Micro ATX LGA1151 Motherboard  ($49.98 @ Newegg)
Storage: A-Data Premier SP550 120GB 2.5" Solid State Drive  ($38.88 @ OutletPC)
Video Card: Gigabyte Radeon RX 460 4GB WINDFORCE OC Video Card  ($118.99 @ SuperBiiz)
Power Supply: EVGA 450W 80+ Bronze Certified ATX Power Supply  ($38.99 @ SuperBiiz)
Total: $468.80
Prices include shipping, taxes, and discounts when available

My CPU (A8 5600k) Is more or less the same as the 6100, While playing my CPU sometimes gets maxed out and introduces small stuttering.

It would be better to just go with a 6500 and its only $100 more

A 5600k is nowhere near as powerful as a 6100. (a 5600k is about 10-15% slower than an 860k, which is less than half as good as a 6100 in Overwatch)

A 6100 is more than capable of getting >80fps in overwatch: http://www.techspot.com/review/1180-overwatch-benchmarks/page5.html And I agree, an i5 is a good option to consider for other more demanding games, but when paired with something like a 460/1050/1050Ti, an i3 is more than adequate, and OP wants it to be as cheap as possible.

Windows, monitor, speakers, keyboard, mice, headphones, etc...

But component-wise, no, that's everything you'd need. Things to consider would be: a nicer looking case (if you care at all), a better GPU/CPU if you want to account for more demanding AAA titles, and a better PSU (if you're considering a better GPU).

If only I could help myself. I got a 780 to play dota for the off chance I might actually play another game (which, let's be realistic, isn't gonna happen).

I got a 390 telling myself I needed it. My most played games are Fallout NV and CSGO. We all fall into the trap man.
