Suggestion: don't automatically hide low rated posts

It seems pretty unnecessary to hide people's comments if they are low rated. If they truly are spam, moderators usually see it and warn them. If someone makes a suggestion to lower keys, thousands of people who hate manipulation.tf are gonna come in and vote it up and downvote all counterproof. It can sometimes hide some reasonable proof/arguments about a suggestion.
