Upon unboxing a hat from a random crate series, the player will be probably be awarded with the hat being painted any color. Level does not affect this. However, it is a slim chance (4%) to unbox. Consider that all recently updates are hats/effects to hype the community into buying keys to unbox so they milk as much money as they can from tf2...yeah.
