Is it normal to put a high buy order in, and then low ball for a response?

Specifically,  this trader posted a fresh buy at 39 keys for a Sunbeams Ze Goggles;

This;

https://backpack.tf/classifieds?tradable=1&craftable=1&australium=-1&item=Ze+Goggles&quality=5&particle=17

Then magically responded by saying the price on the fresh listing had changed to 36+1 refined.

I was under the impression that we had to honor our listings but if that's not the case...

oh I've tried dealing with that guy before, I wouldn't trust any of his listings.  stuff like that is becoming more common sadly, but usually what happens is they put a high buy order and proceed to ignore any effort to send an offer or communicate with them

I thought there were actual rules traders were supposed to use.  I guess not then.

You can report them with evidence of images taken of the listing and trade offer.

Who do I report this to?

Hello, you can report it on the main site by pressing the small flag on each classified or do so from user profile page (same way by clicking the small flag), please do make sure you provide all and any evidence you have, without evidence we can't do anything. As for the question, yes, its against the rules if they refuse to sell at the listed classified price or refuse to buy at the listed classified price.

A guide can be found here : http://forums.backpack.tf/index.php?/topic/53663-guide-for-reporting-on-the-main-site/

Edit : Just to note, the user in question has been warned once before, so if you have proof of the user doing the same thing please do report with evidence/proof.

Not sure what you're looking for in proof...  I have a picture of my offer and his counter offer...  Other than that, I assume the site keeps a record of all offers posted...

I don't think the site does, hence why suggestions need screenshots of the classifieds to use them as proof

Well, here's my offer;

http://steamcommunity.com/sharedfiles/filedetails/?id=864233083

This is the counter offer, and he says, "Price has changed";

http://steamcommunity.com/sharedfiles/filedetails/?id=864233610

This is his so called 'price list' which says 32 keys which is totally unrelated to either number previously stated;

http://steamcommunity.com/sharedfiles/filedetails/?id=864234078

(Oh... I'm gonna wanna delete these pictures, so... do what you want now.)

I lost 5 keys because he put a high buy order on a Pro KS aussie sniper rifle and I was also under the impression that I could simply flip it to him for quick profit. Someone should do something about this guy because there is enough evidence from others as well that suggests that he does not wish to honor his listings and is somewhat abusing them.

That's probably the reason why he doesn't use automatic for buy orders since having automatic buy orders (or bots) punishes you for not managing listings/prices properly.

He did the same thing to me a while ago. And I not going to say anything but it's odd how all of his listings on marketplace have bestbot as the last history, but I'm not going to say anything.

He has never accepted anything ive sent to him. Of course I usualy go with others before I even consider sending them an offer due to their inconsistancy, but when I do its usually just ignored. He definitely needs to be delt with.

As a victim of Bestbot that really does look very VERY suspicious and I am  curious now. Will look into it more, but perhaps there is a connection between these shady traders.

Welp another victim of this 'buyer'... always screenshot the buy order when sending certain 'buyers' a trade. you'll soon enough learn who the biggest offenders are with any kind of trading. then when they send a counter offer because of the 'price change', just go to their backpack.tf profile and report user with the screenshot of their initial buy order, the cancelled trade offer and their new trade offer and buy order. i reported a couple and nothing was done to my knowledge as they still use bp classies, so maybe there is a certain number of oopsies? idk. but report them. then make a mental note to yourself to use others' buy orders and simply not use them again. that's what i've done   :)
