AFFIRMATIVE
I have one myself that i made some years ago that i still use today without getting banned. Steam's subscriber agreement does not tell anywhere that you cannot make one. Its an extra account you can use with more space to store your items (at least on tf2) among other things. Yes some people do use alt accounts for malicious activities such as bypassing VAC bans or using it as a fence for valuable items, but they are breaking steam's guidelines for doing such things. Assuming you are not doing the same, then you can do things with your alt as much as you do with your main account. The only thing you need to do for a fully unlocked alt is to spend $5 on the steam store (and not the steam market). Think its the only way, not sure though. foxx
Дебра
My first Steam accounts have been completely banned (can only play games) and I have made a new account the first day that I got banned. Over a year later I still haven't got banned on any of my many new alts. I also have a friend who has been banned for carding ages ago, he's made new accounts and has not been banned in the many years he's had them. So yes making a new account is safe, just try changing your IP first just in case.
