Obviously the PC is going to be used for videogames. He lives in holland, so I don't know if there are any sites that can ship the parts to holland. Bonus points if the site gets the PC build instead of just sending parts.

-pros: plays games very well, should last a long time, i doubt he'd have to upgrade the psu in a long time unless he wants something like dual 770s. seasonic is a very reputable brand. 
 
-cons: if he wants to upgrade his gpu he might have to upgrade his cpu to prevent bottlenecking.
 
if he wants to overclock later on in the future he'll need a K series intel cpu or an amd cpu to overclock. that also requires changing the mobo since the motherboard does not have overclocking capabilities. plus a decent cpu cooler.
 
should run tf2 maxed. my g3258/r9 270 combo runs tf2 maxed just fine so i don't see why a i3-4130/770 combo wouldn't do well on tf2. cs:go will run fine maxed too.
 
uhh you didn't really specify what games he plays so i just put two examples.
 
let me know if he'd want a different case or something.

I've got a few things to add here. 

 

For the cpu, any Haswell (LGA1150) i3 will be (for all intents and purposes) equally good -- so go with whichever happens to be cheaper -- don't worry about slight differences in clock speeds. (if he can manage to squeeze in an i5, then that would be even better -- but I wouldn't go for the i5 unless he's already above an R9 280/GTX770)

 

For the motherboard, you can easily go with an H81 board and not lose a whole lot in terms of functionality, and nothing in terms of performance. 

 

For the memory, if the motherboard has four memory slots, then two 4gb sticks is good, but if the board only has two memory slots (like H81 boards) then get a single 8gb stick (you won't be able to tell the difference regardless).

 

For the GPU, there are several cards I'd look at before a GTX770. Ideally aim for a GTX970/R9 290x > R9 290 > R9 280x > R9 280/GTX770 (the 770 is somewhere between a 280x and 280 in terms of performance, but usually isn't priced all too well). 

 

For the case there are a ton of choices, the Source 210 (is a good budget option, although cases really depend on regional pricing). 

 

For the PSU, pretty much anything 80+bronze (or higher) that's 500w+ will be good. Some reputable brands include: Corsair, EVGA, Seasonic, Silverstone, XFX, Fractal Design, Superflower, Cooler Master and probably a bunch more I'm forgetting -- Corsair's CX series and EVGA's B1 series are usually the cheapest budget options (although that may not be the case wherever your friend lives). 

 

@Aril, all LGA1150 motherboards can actually overclock, so as long as the VRMs are decent (which they are on that board) then he can overclock. But there are no overclockable i3's, and for right now, AMD is an awful choice for gaming since even an i3 will beat an FX8 in many games (and perform the same in most others) unless the FX8 is clocked very high. 

 

A 770 will be able to push like 200 fps in TF2/CSGO, and an i3 won't be an issue considering both games are pretty much single threaded.

Doesn't need a monitor and peripherals. But he does need an OS.

Don't look at the VRAM, it's not a determining factor. And 2gb is barely enough for 1080p in modern titles. 

 

He shouldn't even consider anything slower than an R9 270 (or even an R9 280 for that matter if he can swing it) since it's far better price/performance than anything cheaper.
