As i am too lazy to research myself, ill just ask you guys. She would like a relatively big screen but still light so she can travel with it. You don't have to worry about OS and stuff. Ask her how big she wants the screen (screen ratio and screen size are different things;http://www.ehow.com/how_4762577_measure-computer-screen-size.html) Find a Windows laptop with the appropriate size and then get the cheapest one; you'll be well under budget and can spend the rest on accessories if you need to.
