I'm fairly sure anyone with an account can edit the wiki, so the only reason it doesn't say it's available in unusual form is because no one has bothered to edit it in yet. It's fairly clear that the "avialable qualities" have noting to do with if it is glitched or not and only if someone bothered to update the page if you look at these two pages: https://wiki.teamfortress.com/wiki/Sleeveless_in_Siberia https://wiki.teamfortress.com/wiki/Hunter_Heavy It says the Sleeveless in Siberia is available in Unusual, but it doesn't say that for the Hunter Heavy, even though both had briefly been able to be unboxed as unusuals. Edit: Even some very obviously normal available in unusual quality hats don't say they can be unusual on the wiki. It's not a misc, it's a regular all-class hat, a kind of thing of which many many unusual versions exist. It might have made sense to think it was glitched for a bit after KAHL00D's was the only one for a while, but now that another has been unboxed it should be pretty clear it isn't glitched.
