silencedotmid Posted January 24, 2015 Share Posted January 24, 2015 Paint tool sai is good for drawing with a wacom tablet or similar, paint.net is good for image manipulation but not as much for drawing GIMP is good for image manipulation and a little bit of drawing if you're into FOSS stuff. If you do have photoshop it would be mostly if you would want to enhance it further. Otherwise, pencil + paper + scanner would be the way to go.
